The City of Beloit operates under a Council-City Manager form of government. Under this form of government, the City Council establishes policies supporting the City’s mission statement and strategic plan. The City Manager manages City Departments and staff to implement those goals in the most efficient manner.
The City Manager is appointed by the City Council based on individual merits, expertise, and experience. The City Manager is delegated authority to maintain and manage the day-to-day functions of the City.
