UPDATED: City of Beloit Seeks Proposals to Begin Strategic Planning Process

Original, posted on June 9, 2026: The City of Beloit is looking to create a five-year strategic plan and is seeking qualified consultants to help guide the planning process.

The City of Beloit has issued a Request for Proposal (RFP) for strategic planning facilitation services to help guide city operations, resource allocation and community investment over the next three to five years. Interested consultants can review the RFP document at https://www.beloitwi.gov/proposals. The RFP deadline is 4pm June 25, 2026.

The City of Beloit last went through its strategic planning process in 2022 and updated the plan annually. The City is now looking to review and enhance that plan to provide strategic leadership over the next few years.

After the RFPs are received, the proposals will be reviewed by staff and a consultant will be chosen by the City Council. The project is expected to kick off in July; the community will be invited to provide input during the planning process. The goal is to have a completed plan adopted by October to help inform the annual budget process.

The City of Beloit is committed to keeping the public informed as the plan moves forward.

Future City Manager Daniel Ortiz Hernandez will be actively involved in the RFP review, selection analysis and project implementation after he begins on June 22, 2026.
