Beloit City Council Statement on Public Safety and the Beloit Police Department

The safety of our residents, businesses, neighborhoods, and visitors is among the City of Beloit’s most important responsibilities. We recognize the concerns that have been raised regarding public safety, and we want our community to know that we take those concerns seriously.

Today, families are building their futures here. Our Gateway Business Park has experienced tremendous growth. New housing, businesses, and other investments continue to demonstrate confidence in Beloit and its future. Protecting that progress requires us to remain focused on public safety and the quality of the municipal services our residents depend upon.

We also recognize the significant staffing and resource challenges facing the City organization, including the Beloit Police Department and several other City departments. These challenges did not develop overnight, nor will they be resolved overnight. Addressing them requires urgency and sustained attention, strong leadership and accountability, continued recruitment and retention efforts, thoughtful allocation of limited resources, and a willingness to continually evaluate how we deliver the services our community depends upon.

Within the Beloit Police Department, the men and women who serve our community every day are at the center of meeting these challenges and maintaining the public safety services our residents depend upon.

Serving as a police officer is one of the most challenging and important responsibilities in our community. Our officers answer calls for help at all hours of the day and night, often meeting people during some of the most difficult moments of their lives. They are also our neighbors, friends, and family members who have answered a call to public service at a time when communities across the country face challenges recruiting and retaining people willing to undertake this work.

On behalf of the City Council, we extend our gratitude to the men and women of the Beloit Police Department for their service and dedication to this community.

Serving as Police Chief carries an equally significant responsibility. The position requires difficult decisions, long hours, organizational leadership, community engagement, and accountability for an organization entrusted with protecting the public.

Public scrutiny and respectful disagreement are important parts of local government, particularly when discussing something as consequential as public safety. Residents should expect transparency and accountability from their City and Police Department. At the same time, personal, discriminatory, demeaning, or threatening attacks against the Chief or any City employee have no place in our community and do nothing to advance the important conversation about how we make Beloit a better place.

The City Council supports Chief Stewart and the men and women of the Beloit Police Department as they navigate the challenges before them. That support does not diminish our expectation for results, accountability, responsiveness, or continued improvement. Rather, it reflects our belief that those expectations are best achieved by working together, confronting challenges candidly, supporting our employees, and remaining focused on the community we serve.

Beloit has made tremendous progress, and there is much work still ahead. Public safety will remain a priority as our community continues to grow and prepare for the future.
