Community Invited to Wisconsin Avenue Intersection Public Meeting

The Wisconsin Department of Transportation (WisDOT), in coordination with the City of Beloit, invites community members to attend an upcoming Public Involvement Meeting regarding proposed improvements to the intersection of WIS 81 (White Avenue) and Wisconsin Avenue.

The meeting will take place:

4-6pm Tuesday, April 14, 2026
City of Beloit Water Resources and Engineering Building

2400 Springbrook Court, Beloit

The purpose of the project is to improve safety at the Wisconsin Avenue intersection by reducing the frequency and severity of crashes and ensuring safe access for residents, businesses, and through traffic using WIS 81.

Based on engineering analysis and safety data, the preferred alternative is a right-in/right-out configuration. This design reduces the number of conflict points at the intersection, helping to minimize crash risk while maintaining access with lower overall impacts and cost. A roundabout option was also studied but is not the preferred alternative due to its higher cost and greater impacts to adjacent properties.

At the meeting, attendees will have the opportunity to review project exhibits and provide input. Materials available for review will include:

  • Proposed right-in/right-out design
  • Roundabout alternative
  • Construction detour routes
  • Project presentation and handouts
  • Comment forms for public feedback

Construction is currently anticipated in 2029, with WIS 81 expected to be closed to through traffic during construction. A signed detour route will utilize US 51, IL 75, and I-39/90. Local access to properties within the project area will be maintained as much as possible.

Those unable to attend the meeting may still submit comments or questions to WisDOT project staff following the event. For more information, please check out the WisDOT project page: Wisconsin Department of Transportation WIS 81 and Wisconsin Avenue intersection - Rock County
