Fire and EMS Consolidation Exploration Approved Unanimously

A proposal to explore potential consolidation of fire and emergency medical services was unanimously approved Monday night by both the Town of Beloit Board of Supervisors and the Beloit City Council. Administrators and fire staff in both communities will begin working on a feasibility assessment and staff recommendations.

This exploration reflects the need for regional cooperation in shared services and consolidation to maintain service quality while controlling costs. The proposal builds on the communities' long history of operational cooperation while addressing shared challenges in maintaining high-quality emergency services.

Both communities face fiscal and operational pressures including staffing constraints, rising costs, and the need for sustainable service delivery models. Fire and administration leadership in the city and town, as well as Beloit Professional Fire Fighters Local 583 union leadership, are collaborating to address these challenges.

The proposed non-binding agreement would establish a structured evaluation process over six months, including a feasibility assessment and staff recommendations. Key features include:

  • Structured timeline with feasibility assessment due within 120 days and recommendations due within 180 days
  • Collaborative evaluation of operational models, staffing, equipment, and financial impact
  • Pursuit of Wisconsin Innovation Grant funding to support consolidation effort
  • Balanced decision-making with equal governance between both communities
  • Protection of personnel interests through labor consultation
  • Framework allowing future regional expansion
  • No commitment to proceed and either party may withdraw with notice
