2024 Community Development Block Grant (CDBG) Funding
The City of Beloit prepares and submits an Annual Action Plan each year to the Department of Housing and Urban Development (HUD) which details how the community will expend its Community Development Block Grant (CDBG) funds for the upcoming calendar year. Approved 2024 CDBG Budget and Annual Action Plan
The City of Beloit's 2024 CDBG budget and Annual Action Plan were approved by City Council during their November 6, 2023 meeting. The budget and Annual Action Plan which were approved can be found below.
Approved 2024 CDBG Budget and Annual Action Plan
Beloit City Council held a public hearing on the proposed 2024 CDBG Budget and AAP on October 16, 2023. All public input received during the 30-day public comment period as well as the October 16, 2023 public hearing were provided to City Council for review and consideration. City Council held a final vote on the proposed 2024 CDBG budget and AAP during the regularly scheduled City Council meeting on November 6, 2023 at 7:00pm. The meeting took place in the City Hall Forum, 100 State St, Beloit, WI 53511.
2024 CDBG Funding Priorities

The 2024 CDBG local funding priorities adopted by City Council during their July 17, 2023 meeting are:
- Public Service Programs which focus on comprehensive case management strategies (that offer advocacy as well), with priority given to neighborhood stabilization activities, housing assistance, education in life skills, employment training that corresponds with local employment opportunities, healthcare access including mental health, transportation, youth services and programs, and activities which meet one of the NRSA objectives.
- Code Enforcement
- Housing Rehabilitation and Development of Affordable Housing
- Housing Activities (Direct Homeownership Assistance/Down-payment and closing cost assistance)
- Economic Development Activities, with priority given to Small Business, Entrepreneur and Microenterprise Assistance and Technical Job Training
- Program Administration
- Fair Housing
