Community Partners and Resident Resources
The agencies listed below are recipients of Community Development Block Grants (CDBG). This listing is not a comprehensive list of services available in the City of Beloit.
Beloit Meals on Wheels - Provides daily nutritious meals and information to promote dignity and independence to the homebound elderly, ill and disabled. BMOW has been a recipient of CDBG funds for over four (4) years.
Community Action Inc. of Rock and Walworth County - Develops and implements a broad range of services across Rock and Walworth counties including: child care, pre-school and school age programs, affordable housing and housing counseling services, at-risk youth programs, weatherization, community organizing and development, a homeless shelter, health care, and the Temporary Emergency Food Assistance Program (TEFAP).
Community Action has received CDBG funding for over fifteen (15) years for various programs. As of 2021, the following programs have been or will be funded. This is subject to change annually.
- Fatherhood Initiative - Provides a positive economic impact in both Rock and Walworth counties by collaborating with employers to fill entry level positions with individuals that have the desire and ambition to leave a legacy for their children by becoming independent tax paying citizens.
- Beloit Fresh Start - An education and job-training program for at-risk youth, providing opportunities for youth to help themselves while helping others in the community.
- Merrill Community Center - This center encompasses the Summer Youth, School year Mentoring, Senior, and Resources Navigator programming.
After School Adventures provides programming for youth ages 6-13 in the Merrill Neighborhood. The program provides homework assistance, tutoring and character education programming to promote self-esteem, respect for peers and healthy choices.
The Summer Youth Program is an eight-week enrichment program that focuses on exposure to earth science, the arts, craft projects, photography and exploration of plants and animals native to Wisconsin.
The Senior Program provides fun recreational activities in a safe and accessible environment. Senior citizens can connect with community resources, socialize with their peers and maintain a sense of self-sufficiency. (And there’s bingo, too!)
The NRSA Program: Community Action works with the City of Beloit in the Neighborhood Revitalization Strategy Area (NRSA). This program helps families in the Hackett and Merrill neighborhoods navigate a variety of community resources.
Call (608) 314-4825 for more information. - Permanent Supportive Housing - Provides housing stability and services to chronically homeless individuals and families with a physical or mental health disability.
- Rapid Rehousing - Provides housing assistance and services to individuals and families who are experiencing homelessness to be quickly re-housed and stabilized with the opportunity to develop the skills and resources needed to support housing costs.
E.C.H.O. - Dedicated to meeting housing, food and other basic human needs and addressing the barriers to self-sufficiency. ECHO has received CDBG funding for four (4) years.
Family Promise of Greater Beloit - Provides shelter, food, clothing and life skills to families facing homelessness, helping them become self-sufficient members of the community. Family Promise was formally known as Hands of Faith. This organization has been receiving CDBG funds for over fifteen (15) years.
Family Services of Southern Wisconsin and Northern Illinois - Build community well-being through sustained advocacy, education, counseling and case management. Family Services has received CDBG funding for over seventeen (17) years for various programs. As of 2021, the following programs have been or will be funded.
- DEFY DV Beloit - Strives to reduce the rate of domestic violence through the provision of empowering services to survivors and the community.
- Neighborhood Resilience Project - Connect individuals and families in Census Tracts 16 and 18 with resources that will help them navigate household, work, and financial challenges. HealthNet of Rock County - The provision of primary health and dental care and health education, delivered free or at low cost, to enhance the quality of life for the underserved residents of Rock County, Wisconsin. HealthNet has received CDBG funding for over seven (7) years.
NeighborWorks Blackhawk Region - Transform lives and communities by advocating for and empowering individuals and families to make informed housing choices. NeighborWorks has been receiving CDBG funds for the Down-payment and Closing Cost Assistance program for over thirty-one (31) years.
Project 16:49 - Empower Rock County’s unaccompanied homeless youth to take action to achieve their goals. Project 16:49 has been receiving CDBG funds for over six (6) years.
Retired and Senior Volunteer Program of Rock County - Enriches the lives of volunteers, age 55 and older, through meaningful service opportunities that match their life skills and interests to community needs. RSVP has been receiving CDBG for two (2) years.
The Salvation Army - Provides emergency rental assistance. The Salvation Army has been receiving CDBG funding for three (3) years.
Stateline Boys and Girls Club - Serves youth ages 6-18, providing them with enriching after-school and summer programs that support future success. Stateline Boys and Girls Club has received CDBG funding for two (2) years.
Stateline Literacy Council - Educating English Language Learners, low-income adults, and adults with low levels of literacy will enhance their ability to contribute meaningfully to our community, obtain better employment, advance in their current position or increase their hourly wage by obtaining their GED and improving their English literacy skills. Stateline Literacy Council has received CDBG funding for over fifteen (15) years.
Wisconsin Women's Business Innovation Corporation - Providing targeted individuals who are interested in starting, strengthening or expanding businesses with access to critical resources such as responsible financial products and quality business and financial education. WWBIC has received CDBG funding for two years.
