2026 Community Development Block Grant (CDBG) Funding

The City of Beloit prepares and submits an Annual Action Plan each year to the Department of Housing and Urban Development (HUD) which details how the community will expend its Community Development Block Grant (CDBG) funds for the upcoming calendar year. The full schedule for the 2026 CDBG application process is included below. 

 

Pre-Application Eligibility 

In order to determine an agency's eligibility to apply for CDBG funding, a Pre-Application Eligibility Checklist was required to be submitted with all required attachments no later than July 7, 2025 at 4:30pm CT.  No agencies which did not complete the Pre-Application with all required documentation by the July 7, 2025 deadline will be eligible to complete a full CDBG Application for funding. 

  

Application 

For agencies that successfully completed the Pre-Application Eligibility Checklist and received notification that their agency is eligible to apply for CDBG funding, the full Application for Funding became available starting on July 18, 2025. Only applications that are fully completed and received no later than 4:30pm CT on August 18, 2025 were considered for funding.

Applicant Presentations 

All agencies requesting CDBG funding will be required to provide an in-person presentation to the Community Development Authority (CDA) during the regularly scheduled CDA meeting on August 27, 2025. The meeting will start at 4:30pm CT, and a full applicant presentation schedule will be sent out in advance of the meeting.

 

Application Information Sessions

Information Sessions were held for prospective 2026 CDBG applicants to provide an overview of the application process, eligibility requirements of agencies and activities funding, and program reporting and record-keeping obligations of CDBG subrecipients.

 January 1, 2026  The CDBG program year begins. Funds are not available until the City receives its grant award from HUD.

 

PUBLIC NOTICE

The City of Beloit will submit its 2026 Annual Action Plan and 2026 budget with list of projects funded with 2026 Community Development Block Grant (CDBG) funds to the Department of Housing and Urban Development (HUD) on or before November 15, 2025, or at such a date thereafter prescribed by HUD. This notice is to inform the public that the following actions and activities will take place on the proposed allocation of $570,000 in new 2026 CDBG funds and approximately $125,000 in CDBG program income:

  • 09-29-2025 through 10-29-2025: 30-day Public Review Period: During the 30-day public review period, the 2026 Annual Action Plan and 2026 CDBG Budget will be available for public review and comment. Members of the public may view the documents in the lobby of the 1st floor of City Hall, 100 State Street, between 8:00 AM and 4:30 PM, Monday through Friday and at the Beloit Public Library during normal business hours.  The Annual Plan and CDBG Budget will also be available on the City’s website at www.beloitwi.gov under City Departments - Community Development.
  • 10-20-2025 at 7:00pm at 100 State Street, Beloit, WI: A public hearing on the proposal will be held during the City Council meeting. Details will be made available to the public prior to the meeting.
  • 11-3-2025 at 7:00pm at 100 State Street, Beloit, WI: Final Approval: The City Council will take final action on the proposal during the City Council meeting. Details will be made available to the public prior to the meeting.
