What is an Industrial Pretreatment Program?

The IPP was developed in order to prevent prohibited discharges from harming the Water Pollution Control Facility (WPCF), which protects the environment and public health. Prohibited discharges apply to all commercial and industrial users who are connected to the WPCF.

  

ALL COMMERCIAL AND INDUSTRIAL USERS CONNECTED TO THE CITY’S SANITARY SEWER MUST HAVE A DISCHARGE PERMIT.

 

What are the objectives and elements of the IPP?

The legal authority for the IPP program stems from federal, state and local (City’s Sewer Use Ordinance) regulations. The objective of this program includes, but is not limited to:

  • Prevent pollutants into the WPCF that will interfere with normal operation of the system 
  • Prevent pollutants from passing through the WPCF untreated into the waters of the state
  • Protect the health and safety of the public
  • Provide for equal distribution of the operation and maintenance costs of the program 

Regulates contributors to the municipal sanitary sewer through:

  • Enforcement of general requirements for all users
  • Issue permits to commercial and industrial users
  • Monitor industrial activities
